Hanasemasu (Hanasu) 「話せます」 = To be able to speak/ can speak. So something like 'Hanashimashita' 話しました would mean 'I spoke', whilst 'Hanasemashita' 話せました means 'I could speak'. If you understand that. Hanashi is the verb, hanase shows the ABILITY to do the verb.
